Quick Lader Bearing Question

I have rebuilt my lader with a new seal as it popped one last week.

Just noticed that the bearing which sits next to the small toothed belt is not sitting flush with the seal, is this correct?

don't think mine did either, sat slightly proud. been on car and runs ok, not took it out yet and tested it properly.
