reving whilst stationary

my car is reving to 1500rpm whilst sitting at traffic lights, what could this be? vacum leak? also noticed my belt was slipping so tightened this up.

the bolts holding the hoses coming off the supercharger keep coming undone so should i locktight these in?

i tightened the belt because my battery died and when i got it started i tested whilst running and was 13.4v so was a bit down but is alright now but still reving whilst sitting
