Refitting rear seatbelts

I took the rear seatbelts out of my G40 a while back as I've not had a back seat. I need to give some mates a lift tomorrow and have refitted the rear bench but am having trouble with the seatbelts.

The inertia reel seems to be locked, and I can't pull the belt out to feed it to the mounting points. Is there some kind of release mechanism I've not seen?

They must be the correct way up too - with the belt feeding out of the TOP.
