Does the relay click for them?
Get a multimeter and set it to DC then put the connectors on the connections on the motor, when you press the switch you should see over 11v going to the motor instantly, if not then I'd guess relay if it's not a daft thing such as a connector falling off the back, or the switch has failed.
Do both windows not work or just the one?
