inlet manifold

ive got small problem, there is a thin rubber hose with a cloth coating about 1ft long with a plastic elbow on the end,
its connected one end to the underneath of the inlet manifold,
can anyone tell me where the end with the plastic elbow connects to please

thats probably why i cant work out where it goes, im not using my standard air box or charcoal cannister,
should it be blocked off then maybe?
