polishing wheels. tt comps

I know it's not for a g40 but I need some advice on polishing some tt compomotives.  They currently have laquer peel so wonder whats the best way to get them polished up?  Advise me how to get started. cheers

I want to paint the inner sections and the insides of the wheels gloss black.  I'm not sure if Ill need to then laquer the whole wheel or just the sections i paint?
