Looking to replace the fuel system, do I need to use a lifter and inline pump or can I just change to one in tank pump?

If you can find an in tank pump with sufficient pressure and flow rate then you would not need an inline pump. But such a pump would need good filtration and that's hard in a fuel tank which can contain crud from underground storage, or even rust flakes from the filler neck on an old tank which is exposed to rear wheel road spray.

Best to have an inline pump for the high pressure circuit.
