The last youth to attach the rear damper to the rear beam has massively overtightened it. Which means i now have a problem with fitting my dampers to the beam as i cannot slot them into place. any suggestions on how to reposition the clamping point? i need to widen the gap slightly. or should i just get a new beam?

Maby you can put in some threaded bar with 2 nuts, and do the opposite, turning them outwards?

For the record the advised method worked a treat. used a couple of big washers as well to spread the pressure. new suspension successfully fitted

I bet that has happened because someone has fitted mk1 golf rear suspension without putting the required spacer in place too.  It shouldn't be possible to squash that part with the proper polo suspension because the metal bush is the size of the gap.  If fitting mk1 golf stuff you need to put a spacer piece in to take up the empty space.
