the fuel pressure reg is 3 bar.  The actual fuel pressure will rise and fall with vacuum and boost by the same amount as the vacuum or boost acting on the fuel pressure reg.  I.E. pressure reg is 3 bar, if there is also 1 bar of boost then fuel pressure will be 4 bar.  If there is half a bar of vacuum then fuel pressure will be 2.5 bar.

well yeah, it's just a diaphragm with vacuum or boost sucking or pushing on it that varies the fuel pressure.  With 0 boost, 0 vacuum then the spring in the FPR will keep the fuel pressure at 3 bar.
