oil cooler sandwich plate.

Hi guys,
got my oil cooler today so i just need a sandwich plate was planning this one.

My question is does it need a voltage for the thermostat to work or is it all done internally, also once the cooler is fitted should the oil be filled above the level on the dipstick so that when the thermostat opens and starts to run oil through the cooler the level in the engine doesnt drop too low or will that not happen?
