Valve stem oil seal size. Working it out

When working out the size of the valve stem oil seals, I know they are either 7mm or 8mm (if that's correct)
Do I need to measure the stem of the valve or the top of the valve guide where the seals are installed? Or is there an easier way?

Hope that makes Sense

If you are ordering them I'd measure the stem of the valve. The seals are for a 7 or 8mm valve stem as far as I'm aware. I've never seen 7mm valves.

Later engines from what I'm led to believe, probably also had a plastic water pipe?
