was getting 11-13v everywhere I tried.

That's not enough, your gonna need at least 12.5v at the starter motor to start.
Chances are either one of the joints isn't good enough - probably one of the earth bonds, or the battery is drained.

You have got the starter ground wire connected haven't you? Big black cable that goes directly to the battery negative terminal normally...

problem solved.

there are 2 spades on the starter motor.

one makes the car start the other does nothing. guess which one I plugged it into  <_<
