insuring a car?

just a quick question, can you insure a  car if you dont have/lost your licence?

yeah if i get banned in my up and comming case i was just planning on keeping the car insured because its paid for the year anyway therefore still building no clims, then once i get it back tell them i had lost it.  i know what your saying bout needing 3-4 years to make a differance but surly the more the better, no?
