Fuel pressure query?

Prior to me buying back my old g40 she had melted piston no3.  The engine had been rebuilt however the cause of the failure has never been diagnosed.

Injectors were sent off to PPP and all passed duty/inspection although 2 of them had "good" spray pattern the other 2 had "fair" spray pattern.

I have just had fuel pressure tested,  on startup the pressure spikes to 3bar and then instantly drops and holds at 2.6bar.

We squeezed the fuel pipe and the pressure from the pump rose to 7 bar so I have no issues will capability of the pump.

I know the regulator is set to 3 bar so is 2.6 bar normal or have I got a weak regulator?
