charger/engine mount bolts

Sorting though bits and bobs for my build over the weekend, and the botls i have for the charger bracket/engine mount that bolt it to the engine block, have no washers.  Are the botls ment to have washers or hang in there bareback?

looked on vagcat site and couldnt see the picture too clearly.
