skip to 6:38, where can i get that tool he is using to prep the top surface of the block????
any help is great.

That's a really bad way of cleaning a block face.
Better off with one of these to shift most of the old gasket:
http://www.machinemart.co.uk/shop/product/details/cht438-long-reach-scraper
And some scothbrite to clean any surface rust.
What he's doing is far more likely to give high and low spots, not to mention fling all the crap it's removing back into the engine.
Petrol and a gasket scraper will remove 95% of the old gasket, use scotchbrite (lightly) do do the rest.

as yoof says - either that or as a machine shop to deck it slightly (like a skim on a head)
When i cleaned up the surfaces on the block head etc, I just used a flat block and some emery paper its very laborious but its gets rid of all high spots flattening the surface out evenly and its very cheap and won't take too much off i.e won't change the CR.
kool, just thought i'll ask thats, all i aint seen that used before thats all.
i was going to use the blade scrapper method with flat block with emery.

tbh that attachment looks like a scower pad type material like what you wash your pots with
The tool in the video is this:

Never used them on a block myself but they are widely used throughout the engineering industry for similar task's.
