Title: Is this normal??

As the title says is this normal I thought this would all be one piece of metal or is this some sort of bodge or repair on the bulkhead?? It is located slightly to the driverside in the back of the engine bay if this is some repair should this seam all be welded up ?

From what I can make out I believe that is normal.
