It is generally not doing much, have no idea what it's called and it is supposed to be a valve to recirculate vapors or something.
it's the purge valve for the charcoal canister that connects to the fuel tank breather. Allows the fuel vapour collected from the tank into the engine from the canister at partial load of the engine.
Most people remove the whole set up and let the tank vent to air (which is what mk2 polos always did). Saves a bit of space under the bonnet and means you've got fewer vacuum pipes flying around in there.
If you really want to replace the valve your best bet is probably to ask on here or clubpolo, fairly sure they're the same on any mk3 polo. There must be loads of people who have removed them and still have the parts kicking around in their garages (sadly I binned any I had years ago).
