They are not really that bad, depends on the power your running really. Good set of pads an discs set up right with with dot 5:1 fluid in an it should stop ok.
Good thing is to get braided hoses, mintex extreme pads are quite good an some power discs, just make sure the back brakes are set up good, i am currently running that set up an i find the braking is very adequate.

^^Agreed^^.
The brakes ain't bad at all. The thing that makes them feel so bad is more often than not down to the rear brakes being poorly adjusted and maintained. This leads to a "long and spongy pedal" and doesn't inspire confidence!
Get some new brake cylinders, a new set of springs and completely overhaul the drum assemblies. The shoes tend to last quite well unless they get contaminated. If you do get new shoes get either genuine VAG ones or something of decent quality.
Reassemble the brakes and manually adjust the shoes so they are just touching the drum. Carefully bleed the system and you should see a big improvement in pedal feel.

Wheel off.
Shine torch through wheel bolt holes, rotate until you can see the small vertical metal wedge with a spring attached to the bottom of it, pulling down.
Prise the wedge with a screw driver whilst someone else operates the brakes.
If its not properly adjusted, you should see the wedge move down slightly.
