The ISV just lets in extra air before the car is warmed up. It's more strictly an 'auxillary air valve' and doesn't control the idle. If you are having idling problems it's probably something else like timing, blue temperature sensor, or idle screw adjustment.

my isv is permanently shut even when in cold water (seeezzd up to fook)
its really an aux air valve open on cold start up only
